Abstract [en]

Malmberget is a small urban settlement in Sweden with 5000 inhabitants located north of the Arctic Circle. It is together with the double town Gällivare the main urban settlements in the local authority territory of Gällivare. The distance between the centres of Malmberget and Gällivare is only 5 km. The towns are surrounded by woodland and one distinct mountain with a ski slope. Malmberget is established because of an iron ore mine. Because of the mining activities underneath the existing town, some of the built up areas have been turned down successively during 40 years and more have to be moved or pulled down due to the mining extension. The case study concerns the implementation of sustainability policies when Malmberget has to be relocated or totally turned down. It deals with participation in the context of a minor deprived urban community‖. The deprivation comprises of threats and uncertainties caused by relocation or demolition of peoples homes and local environment as well as information deficit of the development. The current study is a part of a larger multi-level analysis of sustainable visions on local, regional and national spatial planning levels related to EU policies. The study is facing the public participation in the local authority comprehensive plan of Gällivare including Malmberget. It is focused on the part of Malmberget town and its population. It is about how the local authority strives to involve the inhabitants in the planning efforts. A participation of the population in Malmberget would be a way to encourage social sustainability in the way the inhabitants should be involved in the development of the future Malmberget. The main research questions are: Can sustainable visions stay in a planning pressure of uncertainties? If and how the actors involved in the planning processes can find a cohesive vision and develop institutional capacity to develop a new sustainable development despite uncertainties?
