Value creation in Houses of Culture: developing intellectual capital

Abstract [en]

A public municipality has an obligation to its citizens to manage and carry out political decisions. One challenge is often not only to not exceed a budget appropriation but also to follow the policy and improve the local values. The aim of a Swedish cultural policy is principally to promote cooperation between citizens and to create possibilities for the citizens to influence on their environment and life situation. Political decisions concerning the development of the citizens built environment thus involve a valuation of values other than only financial. The purpose of this paper is to value intangibles in terms of intellectual capital usable to the public client. A case study of the briefing process of five Houses of Culture has been accomplished by analysing the requirements formulated in the building process based on soft measures and end users' preferences and needs. Analyses are based on the grounded theory methodology and rich picture diagrams. Preliminary findings indicate that there are different values, valuated differently among the stakeholders. These values are categorised in human capital, social capital and organisational capital resulting in a model for managing the impacts of the intellectual capital for the public client.
