Abstract [en]

Housing associations choice between K2- and K3-regulations has received considerable media attention. It is described that the regulations is not adapted for housing associations. Therefore, housing organizations is facing a big decision, since they are guiding their member associations in the decision.The purpose of this study is to create a greater understanding of the housing organizations decision-making process when recommending K-regulations to the housing associations. The understanding may be increased by identifying key activities, organizational and cognitive mechanisms and the critical factors that have influenced the decision-making process and the recommendations. Further, to develop an analytical model for the housing organizations decision- making process when designing their recommendations.The study is of a qualitative nature and data were collected through interviews with persons, from the housing organizations, who participated in the decision-making process that designed the recommendations.The results of the study show that the decision process for the recommendation of the K-regulation has been characterized by a high degree of uncertainty. The uncertainty has permeated all parts of the decision-making process and has been a reason why the process is described as dynamic and complex. Furthermore, the study identified five key activities in the organizations decision-making process. The study´s results also show that the decision-making to some extent have been characterized by organizational and cognitive mechanisms. Finally, the study has identified that the depreciation method and previous approaches were two of the main significant critical factors to the recommendation of K-regulation.
