The purpose of this study has been to describe, analyze and explain what the situation of the laymen monitors looks like as regards their assignment as layman monitor for the Probation. The study will describe the function of the laymen monitors and try to get an idea of how the monitors look upon probation and how it works in practice. This paper is a qualitative study which has an inductive start and a hermeneutic approach. Interviews are conducted with four laymen within the probation service associated to the District of Norrbotten in Sweden. The grounds given for the selection are that, since supervisors all over Sweden work using the same conditions, they could have been selected from any location as the starting point in probation is the same regardless of location in Sweden. The empirical material shows a wide variation between how the laymen look upon their situation and the assignments they have. The analysis was based on three themes: interpretation of the mission, support, communication and momentum behind the mission which are based in the question of the essay. It is found that both the mission and its interpretation itself are important but also that time is essential both for laymen monitors and probation inspectors. The fact that time cannot be changed is in itself not a paradigm, neither is structure and organization of itself. Specifically for the mission that overseers of the probation service monitors have would a contributing cause of mission interpretation from the Laymen monitors be a written agreement. All together a kind of agreement which clarifies the mission would, to some extent, help inspectors to follow up and continuity in the mission. In what way the Probation service wants to use this information (the black box) or the knowledge the Laymen monitors have requires further studies in this area since it is invariably in relation to the fee given in case the mission for the Laymen monitors extended
