A study of the determining factors of the logging policy in Lao PDR

Abstract [en]

The supply of logs is determined within a price and quota system in Lao PDR. The purpose of this thesis is thereby to determine the factors influencing planners’ decisions of the logging quota by using an econometric model. Sawnwood production has been used as a proxy for the logging quota. The sawnwood production assume to be influenced by three variables, the price of sawnwood, lagged price on sawnwood and the logging costs, given a world market price on sawnwood. The results showed that the price of sawnwood and lagged price of sawnwood were statistically insignificant while the logging costs were significant. The results must be interpreted careful since reliable statistics are missing. The years that have been studied are between 1971 and 1995. The study also assume that planners follow different strategies (profit maximising, target revenue and target revenue with trigger point) when the logging quota is determined.
