    Abstract [en]

    Purpose - Total quality management has seen a tremendous rise of popularity in the 1980s and 1990s. Aims to question the effectiveness, utility and use of TQM among many people - practitioners, as well as academics. Design/methodology/approach - Discusses the lack of common interpretations of TQM based on literature study. The answer to the question whether TQM is a marvel or malpractice depends on several factors, for instance, in what kinds of organizations TQM is applied, what interpretation of TQM is made, and what input the theorists and practitioners have, i.e. their earlier environment, culture and values. Often respondents and opponents use the same word but mean different things. Findings - TQM should not be rejected as a whole if one or even, many applications fail. TQM should, however, be applied with considerable consideration of the specifics of the target organization, the purpose of the organization, and the purpose of applying TQM. Originality/value - The paper emphasizes the lack of common interpretations of TQM.

    This paper investigates attitudes among educational organisations towards the use of system evaluation for quality improvement in Swedish higher education. The subject of this investigation is the evaluation of the pilot project on advanced vocational education (AVE), which was conducted between 1997 and 1999 by a research team at the Luleå Technological University. The investigation was carried out in the form of a telephone inquiry with a strategic selection of the education organisers. The investigation shows that 65% of the respondents regard the work of the research team, built on the system-evaluation model, as an instrument to inspire confidence and contribute to renewal.

    Abstract [en]

    The interest in Total Quality Management, TQM, has increased rapidly in both the private sector and in the public sector in many countries. In this thesis TQM refers to a management system consisting of core values, methodologies and tools, which support each other in order increase customer satisfaction with less use of resources. In this thesis experiences from two projects based on self-assessment within the Swedish school system are described. In these projects public as well as private educational organisations did participate, and gave programmes in Advanced Vocational Education (Kvalificerad yrkesutbildning, KY) or Adult Education Initiative (Kunskapslyftet). The aim with the research were to develop a tool for TQM-based self-assessment in educational organisations and to explore the usefulness of TQM-based self-assessment in educational organisations. A TQM-based tool called "Läroverket AVE-version" was developed for use in the AVE-project, and based upon the experiences from that project, a new version of the tool was developed for use in the AEI- project. The results from the two projects indicate that TQM-based self-assessment might be a fruitful way to stimulate quality improvements in the school system. Obstacles experienced during the research also resulted in development of a new less comprehensive tool called "Lärostegen".

    Abstract [en]

    This thesis comprises research of TQM-based self-assessment at organizational level within Swedish educational organizations. Here TQM (Total Quality Management) refers to a management system consisting of core values, methodologies and tools that support each other. The research has been made by studies of three projects, in where organizations giving advanced vocational education (kvalificerad yrkesutbildning), adult education initiative (kunskapslyftet) or upper secondary school education respectively, have used self-assessment. The results indicate that TQM-based self-assessment might be a fruitful way to stimulate quality improvements in educational organizations, but hindrances are observed. The TQM-values seems to be useful, but usage of the word customer has been a hindrance to a lot of participants. The methodology self-assessment seems to be reasonable to use within educational organizations, but hindrances due to time resources have been found. Experiences from usage of the tools ‘Läroverket’ and ‘Lärostegen’ are partly connected to the mentioned results about the values and methodologies; the word customer is criticised and there is a clear need of less comprehensive tools. Other results are the development of the tools ‘Läroverket’ and ‘Lärostegen’, and a proposal of components of the planning phase within self-assessment and a proposed structure for the last phase (improvement planning) are presented.

    Purpose - The purpose of this paper is to describe a self-assessment project, the steps taken and the tools used, and above all, focus on the evaluation made after the decision to discontinue, learning and acquiring knowledge about self-assessment as a methodology in educational organizations. Design/methodology/approach - In order to investigate the experiences of the project, interviews were conducted with the Upper Secondary Education Officer and with ten School Principals and a questionnaire was administered to gather opinions among the other staff members. The analysis mainly consisted of searching for potential patterns among the respondents' answers studying their own words by use of three different criteria. Findings - It is important how an organization enters a self-assessment project, or even any quality project. Many people do not seem to have thought very much about what is considered to be quality in the environment in which they operate, and even less have a shared view within the organization. Too often organizations tend to start working with self-assessment without sufficiently thinking of "why" and "how" to accomplish the project. The work is performed without preparing all those who are to participate in the project and without discussing the core values that constitute the work. If the organization has not reached the necessary maturity level it is probably a waste of resources to start a comprehensive self-assessment project. Orginality/value - As a synthesis form the analysis, a model for how an organization should start self-assessment is presented, as well as a number of guiding points. Also, the new tool "Lärostegen" is described.
