    Abstract [en]

    The purpose of the study is to identify and compare the differences in management at the operational level between private versus public organization. Specifically, we are interested in identifying how performance and motivation are affected at the individual level, depending on whether it is a private or public organization. The research questions are designed to answer the purpose. To conduct the study we selected two organizations, one private and one public within the same industry: the public Arbetsförmedlingen and private StudentConsulting, both working to mediate jobs. The empirical data were collected through interviews with managers of each organization and the questionnaires were distributed to all employees of selected departments. Through the collected empirical data we investigated whether there were differences in management, depending on whether it is a private or public organization and the perceived performance. We also investigated how the motivation of an individual is affected depending on whether it is a private or public organization that the individual works for. We wanted to see if the manager's view was consistent with its employees.StudentConsulting is a clearly targeted organization while Arbetsförmedlingen tends to mix rule management and performance management, predicated on the directives they receive from the government. The analysis and the conclusion of the study show that private organizations have greater freedom internally and have shorter decision paths. The external laws and regulations for the industry is the same for both organizations. Public organizations do not have the opportunity to work with the bonus system since they are funded by tax money. The bonus system is thus a motivational factor that can’t be used in public organizations. The study shows that motivation and performance of private organizations, however, have a negative correlation. This means that the more the motivation of an individual has, the poorer the performance. The negative correlation can be explained by time pressure and self-criticism.
