    In many countries across the world, and especially in Europe, we have seen an increasing concern with management as a key component of new governance and policy reforms in healthcare (Dent, 2003). In this chapter we focus on the new management of healthcare and the gendered actors who work to deliver the human services involved. By ʼnew’ management, we are referring to what has been called New Public Management (NPM), thought to have developed in many countries around the world from the 1970s onwards with the purpose of reducing costs, increasing efficiencies and accountabilities, and generally enhancing the quality of human services and experience of users (see Chandler et al., 2002; Dent et al., 2004; McLaughlin et al., 2002). Accordingly, our focus is on the management and implementation of healthcare, and of those involved in its delivery. In the middle of these processes are the new managers, often professionals, charged with responsibility for delivery. This is not to suggest that healthcare, like other human services within the public realm, has not been managed and organized in the past. It is rather to point to the growth of a new group or cadre of workers involved in the implementation of the new work regimes who draw on private sector management techniques and mindsets in their attempt to achieve the desired ends. We consider these changes with particular reference to gender (Barry et al., 2003).

    This article considers the changing nature of social work in England and Sweden in the context of neoliberal reforms, and the consequences of the ongoing shifts to marketisation and differentiation, managerialism and performativity. Drawing on secondary sources and some interview data from English and Swedish social workers, the article argues that social workers in England and Sweden face similar shifts as marketisation, differentiation, managerialism and its related performativity reshape the occupation, all related to the influence of the macro-context of neoliberalism. ‘Evidence based practice' has become elevated as an important approach in line with increasing managerialism and performativity, affecting micro processes of everyday working life. Differences between the two countries lie largely in the timing of reforms and how social workers respond to them in organised ways – through mobilisation within the profession in England and through trades unions and local authorities in Sweden. The changes create uncertainty for social workers; while they are not merely passive victims of change they face difficult conditions in which to forge alternative models of professional practice. Contrary to what might have been expected, given the different social, political and historical legacies in Sweden and England of social democracy and liberalism respectively, comparing the social work occupation in these two countries finds many more similarities than differences in how marketisation, differentiation, managerialism and performativity impact on the occupation.

    This paper examines the consequences of the turn to managerialism in higher education in England and Sweden, following the introduction of New Public Managementreforms. The paper considers some of the gender implications, which are explored through the accounts of eight, long-serving, female academics. The first interviews were conducted in 2001 with two female academics in Sweden and two in England, and followed up ten years later in 2011-2012 with four new interviewees, all long-serving female academics. The same interview questions were used at both occasions. While there were differences between the two countries, there was also much similarity. In 2001 respondents generally presented a negative picture of the reforms and highlighted the problems of adjusting to them. Ten years later there seemed to be more accommodation to the reforms. And yet the gendered implications of this are significant: women academics are clearly finding it difficult to pursue research to the extent that they would wish, while they are taking on many teaching and administrative functions.

    Abstract [en]

    In this article, we consider the implications of managerial reforms and performativity in higher education in Sweden and England, following the introduction of new public management and the development of neoliberalism. The article examines some gendered implications by drawing on the experiences of eight experienced female academics. The data are drawn from a dataset of interviews. The first interviews we present were conducted at the beginning of 2001 with two long-serving academics from each country. The rest of the interviews we present were conducted 10 years later, with academics who were, like the previous interviewees, long serving. The same interview questions were used for all the interviews. We found differences between the two countries, in terms of social democratic and liberal traditions, as well as similarities. In the earlier interviews, we found the reforms to be viewed negatively, while the later interviews suggested some accommodation in respect of research and management. Yet, despite this, the female academics in both countries had become increasingly subjected to performativity and were experiencing difficulties in undertaking research as they took on more teaching and administration.

    We consider the rise of evidence based practice in social work in Sweden and England, countries with social democratic and liberal welfare regimes respectively, through macro (neo-liberal), meso (new public management) and micro (working routine) levels; we also consider its relation to evidence based medicine. Our analysis shows that outcomes are uncertain and subject to resistance, suggesting the reforms are encountering difficulties embedding and securing support from those involved.

    This article considers some of the ways in which neoliberalism, through the processes of managerialism, has impacted on the occupation of social work in Sweden and the UK. It is argued that there are similar implications in both countries, through the managerial drive for increased performance in economy, efficiency and effectiveness, but also in the development of evidence based practice. Whilst the key focus of the article is on similarities between these twocountries, differences are also noted. There is also recognition of the way in which resistance to the reconfiguration of social work is taking shape.

    The aim of this paper is to examine the ways in which leadership at middle management level in the public realm is gendered. This is attempted largely through a consideration of academic literature, supported by some empirical findings from a research investigation into higher education and social work in Sweden and England and a review of literature that reveals varying types of leadership characterized as masculinist. Taking the position that context shapes social relationships and subject positions, and provides opportunities as well as constraints, we consider leadership in the public sector under the sway of newpublic management, framed by neo-liberalism and the valorization of competition, selfinterested instrumentality, uncertainty and risk, operationalized in public sector organizations through performative regimes. It is argued that while some women and men are willing participants in the new regimes, others are antagonistic or ambivalent, finding themselves mired in neo-bureaucratic processes of surveillance and control, often stuck in occupational cul-de-sacs. It is contended that neo-liberalism and new public management are associated with masculinist forms of rationality that elevate individual winners and losers and divert attention from collective issues of gender. Rather than focus on gendered styles of leadership it is suggested that it is more important to look at their gendered performance and effects.

    The paper opens by considering recent change in higher education, examined through literature on new public management. In this literature the direction of change is decided in advance, assumed to emanate from above, and conceptualised as moments fixed in time. As a consequence, it is argued, the rich processes of change enacted through time, which seek to take account of the motives of those involved, are elided. It is further argued that change is more appropriately understood as contested rather than consensual, and that civil society is implicated in processes of public sector change in the organisations affected. An attempt is made accordingly to analyse the presence of civil society influences through social movement processes within universities as non-social movement organisations. Arguments are considered for and against the status of the new public management as social or managerial movement, which is taken to be a coalition rather than a social movement, acting as the organisational glue of many neo-liberal regimes. It is then shown that women's movements, understood conventionally as social movements within social movement theory literature, are alive and well in the halls of academe, engaged in direct and indirect struggle and forms of symbolic contestation in the furtherance of gender equity in the milieu of management reform. It is concluded that empirical work, which makes use of social movement theory, is necessary to explore management change attempts in order to take fuller account of those involved, and of movement and coalition in contention.

    Preface This Conference, organised jointly by Staffordshire University, the University of East London and the University of Luleå, have so far provided a forum for policy, organisational and multidisciplinary critical analyses of the dilemmas facing the organisation and delivery of health, housing, education, social services and the human services generally. The theme of the conference 2010 was Changes and new directions in Human services. Change has been a leitmotif of the Human Services and the Public sector more generally in recent years; and whilst it is an aspect of all organizational, social political and economic life, it has been especially rapid and far reaching in the human services, exuberated by the turbulence and fall-out from the present to initiate further change in new directions. We accordingly invited papers that examine the responses of public, private and voluntary sector organisations and governments in tackling the contemporary problems facing human services related to the changes and new directions in service delivery and organisational effectiveness (locally, regionally and globally), as well as ethical and gender issues concerning access to labour market, equity and quality of service. This years Dilemmas Conference presents a selection of short papers from the conference. The articles highlight the changes and potential directions of society where wealth is undergoing a shift towards more explicitly neo-liberal society, where the private market takes over part of what has previously been state and local government responsibility which has consequences for people who are in need of social services. These changes affect the welfare state actors in organizations such as education, social work and also affect the employability of the general, and over time these changes can have significant consequences for welfare and social rights. Three of these articles, “The Financial Meltdown and the Crisis of Reproduction: Imaginations of Performance, Participation and Social Justice” by Brigitte Aulenbacher and Birgit Riegraf, Vision: A Source of Innovation, Illusion or Social Control? by Kazem Chaharbaghi and Support and service for persons with intellectual disabilities: A study of changes and consequences in Finland and Sweden 1990 – 2010 Barbro Blomberg, Lena Widerlund, Anne-Marie Lindqvist have been published in a special issue in a Swedish journal called Socialvetenskaplig Tidskrift 2010 3-4, Vol 1. These articles have been published in Swedish in longer versions except for Kazem Chaharbaghis’ article which are the same article however in English in this Dilemmas proceedings.

    Abstract [en]

    Purpose – The purpose of this paper is to focus on the attitudes of women and men in relation to gender-appropriate domestic responsibilities and equal opportunities in the changing context of neo-liberalism. Design/methodology/approach – The authors draw on results from an empirical investigation involving 1,731 questionnaires investigating the attitudes of women and men in a town in the north of Sweden. Findings – The tentative conclusions suggest that even if they appear to co-exist in contradictory ways, ideas of gender-appropriate domestic responsibilities and equality of opportunity are in the respondents' minds, alongside neo-liberal notions of individualisation. The prevailing attitudes in respect of gender suggest that women and men make apparently free “choices”; the influence of age on attitudes to gender issues is also considered. Originality/value – This paper considers neo-liberalisation and its impact on gender equity in Sweden, a country with a strong reputation for gender equity and a tradition of collective, inclusive social democracy, somewhere we would be unlikely to find its embedded presence. Using a quantitative self-reporting approach to attitudes relevant to the choices made by men and women, the study raises questions about gender-appropriate domestic responsibilities and equality of opportunity in a country that has been and continues to be regarded as one of the most gender-friendly in the world and likely to be resistant to the influence of neo-liberalism. The implications are explored, with the evidence indicating the presence of neo-liberalism co-existing, albeit perhaps uneasily, with traditions of equality of opportunity and attitudes to gender.

    Abstract [en]

    This paper examines the role of Contract Research Organisations (CROs) in Swedish health care and pharmaceutical development. Before the recent rise of CROs - which are centrally placed between pharmaceutical companies, public sector health care organisations and test participants in an industry noted for its high financial turnover - recruitment of participants and management of clinical trials were undertaken by academic researchers. Things have changed. In the US, this new state of affairs has been argued to be the outcome of decreasing revenue for physicians and decreasing access to treatment for patients (Fisher 2009). This paper seeks to extend our understanding of the purpose and operation of CROs by reviewing existing literature (cf Mirowski and Van Horn 2005; Fisher 2009), comparing this with data on CROs in Sweden, and placing the study within its neo-liberal context marked as it is by notions of individualism, the politics of choice, self-responsibilisation, and risk. This will enable us explore the changes that CROs have brought to the interrelated practices and processes of risk reduction, prevention and health care in Sweden.

    Abstract [en]

    The purpose of this article is to examine the gendered politics of social work in the Indian city of Mumbai, locating it in a post-colonial context. In order to do this secondary sources are examined along with empirical data collected by the authors. These are interpreted through the framework of a social constructionist methodology that draws on political sociology as well as elements of post-colonial theory and Foucauldian post-structuralism in order to acknowledge agency within a 'location' marked by both constraints and opportunities. The article explores the circumstances in which politicians and administrators find themselves in Mumbai. In considering gender and developing a strategy of what we term 'political essentialism', it is shown that those involved have been drawing on experiences in civil society and using imagined dualisms of gender to position themselves as shapers of social work in Mumbai.

    This paper considers higher education in Sweden and England and examines the managerial and organizational changes that have taken place in a context where academics are involved in ‘identity work’ in relation to New Public Management. The paper has two aims: first to explore understandings that women academics have of their work situation in academe in relation to New Public Management; and second in what way they shape their identities in academe in relation to teaching, research, management and managerial changes. The methodology is social constructionist and makes use of discourse analysis where the assumption is that people express through the way they talk how they understand their lives. Identities are conceptualised as multifaceted and fluid, located in processes that engage with increasing managerial control attempts, within specific sites and particular ‘cultures’. The findings indicate that an early decision in respect of managerial aspirations is important since respondents report difficulties in combining teaching, research and management. The findings also suggest that academics who, early in their career, choose to become managers lose research, something that can be a dead–end position for some academics. Some realize that acceptance of management positions are something of a poisoned chalice because of the sacrifices that follow– particularly if they identify themselves as research-active. The results indicate that women find it difficult to maintain a research active identity when competition for research funding has increasingly become the only means for realising individual research activity, especially in Sweden. Assuming management positions it seems, turns out to require unpleasant compromises and sacrifices for those academics who seek to develop a managerial identity in the fluid processes of change.

    In many countries across the world, and especially in Europe, we have seen an increasing concern with management as a key component of new governance and policy reforms in healthcare (Dent, 2003). In this chapter we focus on the new management of healthcare and the gendered actors who work to deliver the human services involved. By ʼnew’ management, we are referring to what has been called New Public Management (NPM), thought to have developed in many countries around the world from the 1970s onwards with the purpose of reducing costs, increasing efficiencies and accountabilities, and generally enhancing the quality of human services and experience of users (see Chandler et al., 2002; Dent et al., 2004; McLaughlin et al., 2002). Accordingly, our focus is on the management and implementation of healthcare, and of those involved in its delivery. In the middle of these processes are the new managers, often professionals, charged with responsibility for delivery. This is not to suggest that healthcare, like other human services within the public realm, has not been managed and organized in the past. It is rather to point to the growth of a new group or cadre of workers involved in the implementation of the new work regimes who draw on private sector management techniques and mindsets in their attempt to achieve the desired ends. We consider these changes with particular reference to gender (Barry et al., 2003).

    In this article we consider organisation, gender and higher education, and what we term the routinisation of inequality, drawing on an empirical research investigation in Sweden and England. We understand the idea of as historically contingent human creations that reflect an imagined past as well as the interests, values, hopes and intentions of present members as they converge and diverge on specific issues at different times and in different places. We argue that the reproduction of inequality is an assumptive process, largely unchanging and not seen as exceptional or out of the ordinary in universities and that this is connected in the present period with increasing neo-liberalism in conjunction with the new managerialism. The main conclusion is that whilst inequality is experienced negatively by those it affects adversely and who would wish otherwise, it has become ingrained in everyday life as a part of our present taken for granted assumptive world. Consideration is given to future prospects.

    Exploring intersectionality in context: gender, ethnicity and class2009Konferensbidrag (Övrigt vetenskapligt)
    Abstract [en]

    Intersectionality has become an object of considerable interest as an analytical tool for feminist and ethnicity scholars who use it to theorize identity and oppression (or inclusion - and exclusion processes).  Yet intersectionality, as an analytical tool, has become criticised for its lack of clear definition or defined methodology, the difficulty of operationalisation, the use of black/Asian women as typical intersectional subjects and its doubtful empirical validity. Furthermore, gender and ‘race'/ethnicity, as well as the concept of social class, are all problematic concepts and any theorising or empirical work making use of them faces the difficulty of their meaning potentially shifting in different social contexts. For theorists of gender and class politics one or other of these dimensions of inequality has tended to be taken as primary, depending on the starting point of the theorist. If writing in the tradition of labour process theory, for example, social class has been taken as the framework within which gender is considered, even if there are different schools at work within the labour process approach. The same applies for theorists of gender who tend to analyse social class from one of a number of feminist perspectives. Intersectionality, on the other hand, suggests that speaking of gender apart form social class, as well as race/ethnicity and other such ‘divisions', distorts analysis. This is because there is no such thing as gender which stands apart from other dimensions such as ethnicity and social class, just as there is no such thing as ‘race' devoid of gender and social class, and no such thing as class apart from gender and ‘race'. Seen from this perspective, ignoring the intersectional nature of these seemingly different levels of analysis suggests that we systematically overlook aspects of experience. The notion of intersectionality grew out of recognition that social structures intersect to shape social positions. This assumes that social positions and corresponding social groups are created and delineated by social structures such as norms, laws, institutions and traditions that intersect. Intersectionality has been very important in pointing out the limitations of existing theoretical approaches to gender analysis, and in explaining the political benefits of organizing intersectionally marginalized groups. Intersectionality has also been helpful in showing how thinking in terms of gender analyses that seek simply to add on dimensions such as social class and race/ethnicity are incomplete and obscure the experiences of women at the intersection of these social relations. Yet intersectionality can, it seems, to lead to an infinite regress, a non-ending process of splitting social relations until one is left with nought but individuals.  The empirical focus of this article is a group of nurses from Finland who migrated to Sweden to secure employment in their chosen occupation. With the exception of one man, the nurses were all women.     Changing equal opportunities in transition?: gender and equal opportunities in Kiruna, Sweden2008Ingår i: Dilemmas for Human Services 2008: 12th International Research Conference, University of East London , 2008Konferensbidrag (Övrigt vetenskapligt)

    This paper considers the effects on the local labour market, for both women and men, of the relocation of Kiruna, a large town in the north of Sweden. Whilst the area of Kiruna has been dominated by mining activity for many years this has now become the source of both problems and opportunities for those in the labour market, if not the whole community, as they ready themselves for the relocation of their town - presently situated above a number of deep mine shafts - to a safer area. Mining, transport and engineering industries flourish in Kiruna, with the current labour market and the relocation of the town expected to generate growth and a regional expansion. But the labour market for mining has been dominated traditionally by men, with women found predominantly in the public sector. A question that rises is how much will change, and who might be winners and losers, when the town relocates? Equal opportunities in labour markets have long been a part of political and philosophical debates in a number of European countries, not least Sweden where achievements of political gender equality debates have earned it an international reputation as a world leader in gender equality (Regeringskansliet, 2007). Indeed, in Sweden equal opportunities in respect of gender have been promoted as a part of the school curriculum since 1970 (SCB, 2006; Regeringskansliet, 2007). Subsequent to this and other achievements during the 1970's, social democratic politicians and other campaigners have striven to keep equal opportunities at the forefront of social awareness. This remained the case throughout the 1980's and 1990's, and into the new millennium (SCB, 2006). In 2004, for example, strategies for the integration of gender equality in Government Offices in Sweden were implemented, followed by "new" gender equality policies, that also focused on equal opportunities, in 2006 (SCB, 2006). However, in 2007 a "new" liberal approach to gender equality emerged, its significance albeit somewhat unclear. It is this on which the study focuses: changes to gender equity and labour markets in Kiruna. In order to do this we draw on early results from an empirical investigation involving a subset of data comprising 1,732 questionnaires sent to men and women respondents in the Kiruna local authority area. Although limited, the evidence suggests that the current gender discourse in Kiruna, at least amongst those that participated in the empirical research, is that the attitudes of women and men in respect of gender are decidedly similar. The indication from the data is that work is prioritised over the family and home. Yet while securing an income is widely agreed to be a joint responsibility, the evidence also suggests that the expectation that women will contribute jointly is lower. Moreover, whilst a majority of the participants agree that responsibility for taking care of the home and family is mutual, there is nonetheless a desire for men to increase their contribution. Even so, this does not mean that the men are expected to reduce the amount of paid work they do. These somewhat contradictory findings might be expected - people after all may well say one thing and then do another - but the findings do indicate that ideas of gender equity are in the minds of our respondents, even if they appear to co-exist in ways that are perhaps far from complementary, suggesting the need for an exploration that sets their responses in context as they shift between discourses of gender equity and the experience of inequity in their daily lives.This is important because it has been shown that imbalanced gender distribution has and continues to exist in the labour market in Sweden. This is despite apparent opportunities, choices and legal rights, with many men and women in Sweden ‘choosing' gender-segregated occupations and professions, raising questions about the degree of freedom in such choices even in a gender-friendly country that prides itself on equality of opportunity. Yet this appears to have predated the self-interest and competitiveness promoted by the "new" liberal equality-integration policies of the present neo-liberal coalition government concerning the freedom to choose between occupation, profession and parenthood. But what effect is this now having? In what ways have form(s) of gender discrimination persisted and are there new varieties, linked to neo-liberalism (Harvey 2005) at play? The current gender discourse allows women and men to make apparently free choices, with the prioritising of paid work over the home and family by both women and men indicating that parenthood is the least attractive option presently on offer. Indeed, the evidence suggests that denying oneself parental responsibilities - or maybe at least deferring - is becoming the norm. In order to do this parents are mutually dependent on one another and, in most cases, municipal day-care facilities provided through the offices of the local authorities. However, the present government is scrutinising the costs of this provision closely. It is issues such as these that the paper explores through a consideration of approaches to equal opportunity - a concept that is itself liberal in its promotion of equal opportunities to be unequal, in contrast to affirmative action and quotas - in changing contexts in Sweden as they impact on our case study of Kiruna

    This Conference is organized jointly with Staffordshire University and the University of East London, and provides a forum for policy, organizational and critical sociological analyses of the human services including health, social services, housing, education and the voluntary sector. Although the theme of this year's conference concerned governance and new public management and its relationship to identities in the public and voluntary sectors, many of the papers focus on identities from different perspectives rather than having their focus on governance or new public management. It might be argued that governance and new public management have become a part of everyday life in these sectors, but the processes of change engendered raise important questions around issues of identities within human services, not least the degree to which they reflect, or conversely impact on, the discourses at work. As in the past, the aim is to provide a forum for both new and established researchers to share ideas in a supportive and scholarly environment. A wide range of contributions are encouraged, including country-specific and cross-cultural research.

    This paper is concerned with contributing to an understanding of challenges facing an enlarged European Union, with a focus on issues of social cohesion and solidarity, linked to the idea of a European identity. This is of considerable importance at the present time as changes in lifestyle, immigration patterns, variations in culture and societal trends suggest a widening of differences - between nation states and within their regions - across Europe. Yet, as argued in this paper, it is in the very character of the tensions that the opportunity to build solidarity and achieve integration lie. Recent debates on the concept of democracy indicate a growing intellectual gulf between those, such as Habermas (1995), who seek democratic consensus, and those like Mouffe (1997) who seek acknowledgement of social and political conflict in a political context pervaded by an insistent neo-liberalism. Indeed, approaches from managerial and political elites, in offering top-down prescriptions for change (Pollitt and Bouckaert 2000, Hood 1995), fail to engage employees and electorates lower down the chain. This results in a mismatch with considerable consequences, since it elides the issue of involvement central to decision making in a democratic public sector. Little wonder perhaps that the new public management reforms have been contested (Barry, Chandler and Berg 2007) and political endeavour met with electoral apathy and a concomitant rise in social movement activity (Todd and Taylor 2004: 3) as those in civil society seek to make their oppositional voices heard, suggesting the need to take account of those involved since neo-liberalism is an incomplete project (Clarke 2004)It is accordingly contended that sustainable social solidarity in an enlarged Europe will be built by those who, directly or indirectly, it will affect. The challenge is, therefore, to engage with the ‘contested terrains' (Ellison 2007) embedded within the social processes and networks of European civil society in ‘conflictual democracy' (Balibar 2004:x). In this way, solidarity and integration will take embedded root within a plurality of diverse societies, with conflict resolution transparent and worked through in real-time. Recognition that nineteenth and twentieth century social policy and welfare provision were the fruit not necessarily of elite concession in order to maintain control (Saville 1957-8) but of agonistic labour movement struggle achieved at a price (Thompson 1958), indicates where to look today for the new drivers of social policy: partly through ‘governance' (Newman 2004: 203, 217), but also the autonomous organs of civil society in the guise of new social movements.     Social work is now an organised occupation on all continents of the world (Barnes and Hugman 2002). Despite sharing a common basis however, the specific organisation and practice of social work is likely to vary between countries. In a general sense, local discourses concerning citizenship and the provision of welfare might contribute to the shaping of national configurations. If the typology offered by Esping-Anderson (1990) is relied upon, social work within the social democratic context of Sweden may well contrast with social work in the United Kingdom, which has evolved within the context of a liberal welfare regime. At the beginning of the twenty-first century however, the idea that nation states can retain their individual difference has been contested: globalisation is said to erode national borders and impact upon economic policies, social life, the construction of social problems and the welfare policies and practices that are pursued (Wilding 1997). One global trend is for neo-liberalism to modify or possibly even replace social democratic and liberal welfare regimes.According to Powell (2001), the implications of the neo-liberal discourse for the welfare state are ‘catastrophic' in that the fundamental commitment to distributive justice and social citizenship has gone. Policy theorists such as Clarke and Newman (1997) argue that neo-liberalism constructs welfare professionals such as social workers as expensive resources, pursuing their own interests and patronising the clients with whom they work. Whilst welfare services and some associated professionals may be required, this discursive framework dictates that these should be limited in number and remit and provided by the private and voluntary sector rather than the state. Importantly, market conditions should apply: the market in welfare would reduce cost and introduce ‘choice' for welfare ‘consumers' (Harris 2003). In consequence, the social work relationship is transformed as clients become ‘service users', ‘stakeholders' or customers in a service transaction. This paper considers the various ways in which neo-liberalism is impacting upon the provision of welfare in Sweden and the UK, but most specifically the way in which social work is currently being constructed and re-constructed. This has the potential to implicate the organisation, management and practice of social work. Commonalities and differences between social work in Sweden and the UK are identified in the light of the contrasting welfare histories, but also the way in which neo-liberalism is embraced and resisted

    Purpose - This paper aims to explore the issues for middle-level social work managers arising from the development of the new public management, with its emphasis on the intensification of work, the measurement of performance in service delivery, and cost efficiencies. This is commonly thought to have affected those working in human services such as social work adversely. This paper explores the nature of these consequences, from the point of view of those centrally placed in its implementation. Design/methodology/approach - The methodology adopted in this paper is designed to acknowledge and explore the perceptions of middle-level social work managers as they contribute to the social construction of the new public management. This is accomplished through in-depth interviews with a sample of their number in Sweden and England. Findings - The findings reveal that social work managers are not only comfortable dealing with budgets but also enjoy the autonomy this affords them in their relationship with their subordinates. The findings also reveal that they appreciate the benefits of the more generalised knowledges of management, used in their work with junior colleagues, who they attempted to lead rather than manage and who they respected as colleagues. This has further implications: the possibility of new career opportunities for these predominantly women managers. Originality/value - The managers in social work see the knowledges gained from their position as managers as transferable to other areas of the public and private sectors, thereby opening up new career opportunities. They were also found to enjoy dealing with budget issues, contrary to earlier studies.

    Denna forsknings - och utvecklingsrapport redovisar fem projekt, där syftet har varit att förbättra samarbetet mellan personal från landstingets psykiatriska verksamhet, primärvården och kommunens socialförvaltning. Dessa regionala "Miltonprojekt" startade hösten 2005 i regi av Kommunförbundet Norrbotten och Norrbottens läns landsting. De fem projektgrupperna har varit verksamma i kommunerna Jokkmokk, Gällivare, Kiruna, Pajala, Överkalix, Övertorneå, Haparanda, Kalix, Arjeplog, Arvidsjaur, Piteå, Boden och Luleå i Norrbotten. Projektarbetet har pågått mellan åren 2005 - 2007. Syftet har varit att utveckla nya metoder och rutiner för samarbete över myndighetsgränserna för att därmed förbättra service och vård för psykiskt funktionshindrade. Det övergripande målet med dessa projekt är att förbättra samverkansrutiner, skapa en samsyn som i sin tur ska underlätta arbetet mellan personal från olika organisationer. Men syftet är också att genom utbildning, information samt etablera nätverk få en ökad kompetens om personer med psykiska funktionshinder.

    This paper focuses on disappointment as a key concept and socially embedded phenomena, useful in understanding the dynamic relationship of organisation members to gender and management. It is shown that the importance of disappointment lies in part in its ability to focus attention on hopes and expectations, as well as on blockages, failures and defeats, and on the potential for change and reflection that it engenders. We argue for its utility with reference specifically to the ways in which women and men managers position themselves in relation to the women's movement in the light of disappointments faced. This helps us understand the origins of support for varieties of feminism as well as accounting for the support of some men, as well as the backlash from others. It is further contended that the consequences of disappointment feed into social movement processes and lead to a consideration of connections between organisations, civil society, political transformation, and diversity more generally.

    Abstract [en]

    The aim of this article is to explore the tensions and ambivalences of new and old technology and political visions of keeping viable, quality care and services for elderly citizens through the use of new information technologies. The visions of politicians and social service managers of keeping alive the welfare state and retaining its ability to offer quality care and services for elderly citizens are compared with the experiences of female care assistants and their expectations of technology. A feminist figure — the cyborg — will be used in this exploration. We consider how care assistants are integrated in networks of socio-technical relations between humans and non-humans, and the extent to which gender or asymmetrical power relations between women and men intervene in their stories.
