    Abstract [en]

    During the last decade validation of skills and competences has become a frequently used method within the Swedish public sector. The skills and competences which individuals learn and develop, often in a workplace context, can in this way become visualized, documented and valuated. The speeding up of the education process and meeting the demands of competence in job transition situations can be seen as the most important advantages of validation. Even if validation as a method in visualizing competence has not been commonly used in the private sector the need for development of learning and competence at the workplace has however been something that the sector has given high priority to, much due to the competition advantages a well developed strategy of supplying competence can give. In this study identification, visualisation, evaluation and management of competence within both public and private sector is looked at, mostly through interviews made with personal managers, team leaders and union representatives. The result shows that there are both important similarities and differences between the public and the private sector in visualizing, developing competence. This can mostly be explained by their different starting points as organisations and their individual objectives.

    Abstract [en]

    In this paper I like to discuss the method and concept of Recognition of Prior Learning (RPL), which in Sweden has been named validering, (validation). This has now become a well established concept and model for especially authorities to discuss and in practice visualise and assess the knowledge and competence among unemployed citizens, with the aim to enhance the chances for employment. In short, RPL is both a way to visualise but also to assess and formulate former knowledge and competence that a person has gained, most often at their time at a workplace. Many times this experience is not explicitly formulated, nor documented, which in a situation of organisational downsizing or other types of changes can mean that a person has problems in clearly making the knowledge and skill knowledgeable to a future employer. It is in this challenging situation for the individual that RPL can be of great importance. In focus in this paper is with the results made from an EU funded work as ground discuss the possibilities and difficulties in making RPL a well used tool in Swedish working life.

    Abstract [en]

    Recognition of Prior Learning (RPL) has become a frequently used method in the assessment and evaluation of knowledge and skills, mainly with unemployed people with the aim to facilitate the transition to further education or employment situations. RPL has chiefly been used within municipality driven adult education activities, often seen as a labour market measure. It has also been used as a method when municipalities have lifted the educational level for certain professional groups like kindergarten staff or nursing assistants. In the thesis this is called traditional RPL. Within the private sector the evaluation of competence has in a way always been prevalent in different forms, yet in work places RPL has not been a method that has been used to a greater extent. The aim with this study has been to examine how four different work places visualize, assess and value knowledge and skills. This "system" of assessment and evaluation has in th is thesis been called Work Place RPL.The main method for the collection of data has been interviews, which has been done with Personal Managers, Team leaders and Union representatives from each of two companies and two municipalities.In analysing the data material a model about professional skill of Ellström has been used, also theories about rationality (Weber, Ritzer, Flyvbjerg), individualization (Beck, Allvin) and about organisation (Røvik). The results show that companies and municipalities have well developed "systems" for assessing and evaluating the knowledge and the skills that move in, within and out of the studied organisations. The assessment that is being done, do not have the goal, as with traditional RPL, to give the individual a proof of their competence. The reasons why knowledge and skills are being assessed and evaluated within these organisations can rather be explained by an existing logic of production. The general conception of visualizing the skills of the individual is about the risk of competence flight or a raised price of the skills that has been invested in and developed within the organisation. For these reasons more or less developed and deliberate strategies for visualizing as well as "unvisualizing" competence can be found within these organisations. A tentative discussion is also held about possible ways of development for the validation of knowledge and skills that are found within the work places.

    Abstract [sv]

    Ett viktigt fokusområde inom den europeiska sysselsättningspolitiken är ungdomars övergång från skola till arbetsliv, en process som för många ungdomar har blivit alltmer komplex. I det nyligen avslutade EU-finansierade strukturfondsprogrammet, Equal, betonades särskilt vikten av att motarbeta diskriminering och utestängning på arbetsmarknaden. Programmets syfte var att genom olika utvecklingspartnerskap lyfta fram metoder och modeller som skulle bidra till detta mål. Utvecklingspartnerskapen bestod av olika samhällsaktörer från både den offentliga och privata sektorn. Syftet med studien var att studera sju utvecklingspartnerskap med verksamhet som i huvudsak riktades till stöd för ungdomars övergång till arbetslivet och på vilket sätt de menade sig vilja lösa olika typer av etableringsproblematik. I huvudsak har detta studerats genom en textanalys av utvecklingspartnerskapens ansökningshandlingar. Resultatet presenteras främst i en idealtypisk modell som visar att utvecklingspartnerskapens verksamhet till stor del påverkas av dels vilken samhällssektor de befinner sig i, dels vilket verksamhetsfokus man valt. Modellen visar också på att utvecklingspartnerskapen i sin verksamhet inte enbart kan fokusera på de ungdomar de ämnar stödja, de är också tvungna att på olika sätt förhålla sig till, och röra sig mot andra aktörers fält. Dessa förhållanden och rörelser som modellen presenterar, visar främst på vikten av samarbete mellan aktörer från den offentliga och den privata sektorn. Den visar också på behovet av legitimitet och en utveckling av den egna organisationen. Rörelserna visar också på behovet av alternativ i den verksamhet man bedriver. Modellen indikerar också spänningar mellan den offentliga och privata sektorn.

    Tycke uppstod: en studie av transportutbildning på gymnasiet med särskilda samarbetsavtal med lokala åkeriföretag2006Report (Other academic)
    Abstract [sv]

    Denna rapport har skrivits på uppdrag av NTG-Lär. Syftet med rapporten är att beskriva den APL-utbildning med inriktning mot transport som har startats på ett mindre antal orter i främst Mellansverige. Utbildningen bedrivs främst på kommunala gymnasier i nära samarbete med lokala åkerier. 30 procent av elevernas utbildning är förlagd på åkerier och de deltar i full produktion ute på åkerierna under praktiktiden. I rapportens första del beskrivs uppstartsprocessen för APL-utbildningen, både som koncept sett men också de lokala uppstarterna. Den andra delen av rapporten beskriver de direkta konsekvenserna för i första hand eleverna på APL-utbildningen. Rapporten visar att flera sammanhängande faktorer bidragit till APL-utbildningens uppkomst. En bakomliggande faktor är regeringens uttryckta vilja att gymnasieskola och näringsliv aktivt skall utöka sitt samarbete och att arbetspraktik för eleverna skall utvidgas. Denna politik har i praktisk mening uttryckts i främst APU, LIA och inför Gy-07, APL. Andra faktorer som studien visar är kommunernas ekonomiska situation, men också åkeriernas svårigheter att nyrekrytera kvalificerad personal. Det är i huvudsak transportbranschen och dess re-presentant TYA, som tagit initiativ till APL-utbildningen. De har aktivt arbetat för att få till stånd samarbetsavtal mellan kommuner och lokala åkerier. Rapporten visar att utbildningen på många sätt ses som lyckosam för de involverade kommunerna och åkerierna. Betoningen i deras berättelser ligger i första hand på den ökade kvalitén på transportutbildningen. Studien visar också på problem med kommunikation mellan främst yrkeslärare och elev samt en förskjutning av utbildningsansvaret som ännu inte helt lösts. Eleverna är till stor del mycket nöjda med APL-konceptet och anger mängdträningen, arbetspraktikens verklighetsanpassning och hög anställningsbarhet som främsta skäl till utbildningens framgång.

    Upprättad för livet eller inrättad i ledet ?: en studie av sju utvecklingspartnerskap inom Equalprogrammet2008Licentiate thesis, comprehensive summary (Other academic)
    Abstract [en]

    In this dissertation a study and analysis of seven Development Partnerships, (DP) within the Community Initiative, Equal, is presented. The EQUAL programme ran in every member states of the EU during 2000-2007 and was financed by the European Social Fund. The purpose of the programme was to fight against discrimination and exclusion for a better working life through the work of so called Development Partnerships, (DP). DP's work in collaboration with different organizations from different fields of society all with the purpose to develop innovative methods and models. The seven Swedish DP's in this study all had in their field of work supported youth with problems in school and in their transition to working life. In this study the DP's application documents (realization plans) have been studied in order to analyze their view of the problems with transition from school to working place for Swedish youth and their proposals for solutions of this type of problems. The result of the study is illustrated in an ideal typical four-field model that focuses on two important dimensions of the activities of the DP's. One of these aspects is about whether the DP's is operating within the public or the private sector. The other aspect is about whether the DP's has a focus on individuals or upon systems. As an outcome of these two dimensions four ideal typical DP's are created, in this model called he Pedagogue, the Bureaucrat, the Idealist, the Consultant. The model shows that each one of these ideal typical DP's has to take into consideration some special factors in their programmes, especially the survival of the project or the ideas in the long run. These factors are described in the model as movements and dependences to adjacent DP's. For example it is important for the DP's from the private sector to achieve legitimacy for their programme. The DP's from the public sector has to import alternative ideas into the regular activities. The DP's with individuals in focus are stressing the importance of developing models for new systems, while DP's with systems in focus has the need to have activities that has individual based activity in order to gain credibility. The model illustrates important conditions and requirements that DP's has to take into consideration when developing supporting activities for youths.

    Purpose – Work-place learning takes place in many settings and in different ways, resulting in knowledge and skills of different kinds. The recognition process in the work place is however often implicit and seldom discussed in terms of recognition of prior learning (RPL). The aim of this paper is to give examples of how the knowledge/skills of employees get recognition in the workplace and to discuss what the consequences of such recognition processes might be. Design/methodology/approach – This paper is based on a study in two companies and two municipalities, where 21 interviews were conducted with human resource managers, team leaders and union representatives. The research questions concerned the ways skills were recognised among employees and how the logics of these actions could be understood. Findings – The findings show that both companies and municipalities have their own ways of assessing knowledge/skills, mostly out of a production logic of what is needed at the workplace. However, certain skills are also made “unvisualised” for the employee. This employer-controlled recognition logic is important to understand when RPL models are brought to the work place in order to obtain win-win situations for both employers and employees. Practical implications – It seems important to identify an already existing system for assessment of knowledge/skills at the workplace when bringing RPL processes to the workplace. Originality/value – The approach to understand assessment processes in these companies and municipalities from an RPL perspective has not been widely covered before.

    Abstract [en]

    The purpose of this study is to anazlye accidents occurring in the Swedish construction industry focusing specifically on the situation in the individual trades. The article includes all occupational accidents with at least one day of absence from work that were reported to the Swedish Social Insurance Agency for the year of 2016. The results, focusing on accident cause, injured body parts, as well as accidents per weekday, month and age, show that although the trades share commonalities regarding occupational accidents a number of trade-specific problem areas stand out. With this in mind, conclusions are drawn regarding the situation in each respective trade and suggestions are made for future studies focusing on accidents in construction industry trades.

    Abstract [en]

    BACKGROUND

    The paper is a research review focusing on occupational safety in the construction industry.

    OBJECTIVE

    The purpose is to present research that highlights the areas of occupational safety and risks and to identify areas where research is lacking.

    METHODS

    326 articles from scientific journals, mainly covering the construction industry in Europe, Canada, USA, Australia and Japan have been studied. The findings are presented under 11 categories: accident statistics; individual factors; legislation and regulations; ethical considerations; risk management; leadership, management, organization; competence; safety design; cost-benefit calculations; programs and models; and technical solutions.

    RESULTS

    The research is dominated by initiatives from researchers and government authorities, while the construction industry only appears as the object for the research. There is a scarcity of research on integrated systems encompassing subcontractors, as well as a lack of research with sociological perspectives on accidents. Furthermore, only a few studies have applied a gender perspective on safety in construction, i.e. there is a need of further research in this particular area.

    CONCLUSIONS

    A range of initiatives have been taken to increase safety in the construction industry and the initiatives are mainly reported to be successful. There are some cultural differences, but basically researchers present similar results regardless of country.
