According to the “The development vision document of Islamic Republic of Iran in 1404 hegira”, basic aim of Iranian programs should be due to taking Iran the first country in science and technology over the region and owning modern technology. To achieving this goal, ICT has a considerable role. Promoting ICT in Iran needs to have plan for expanding & developing in suitable fields & methods. One of the best methods for developing ICT is a Park as a suitable area for growing ICT. In order to recognizing main factors of a park and Iran’s legal framework, some of foreign and Iranian parks have been studied and legal documents have been considered. Despite of having studied 13 Parks in Iran, there isn't any deep survey & documents for localize Park for Iran. So, for developing ICT in Iran, the Model of Park for Iran is necessary to design and plan. Therefore the topic of a model of ICT Park for Iran has offered as thesis of: Marketing & e E-commerce M.SC. course to the University. “A business model of ICT Park for Iran" has been approved by University on 22.05.2005. For preparing a business model of ICT Park at first step, the survey of STP & ITP around the world is necessary for recognizing the critical successes factors of successful STP's & ITP's. At the second step, studying the Iran’s laws & regulations of IT in Iran has been done for understanding the force of Iran’s plans for expanding & developing ICT in Iran. Beside this, as far as possible, studying the current situation of Iranian ICT parks has been done. Out of above surveys, critical success factors of an ICT Park for Iran have been extracted and a general model designed and proposed. For completion details of model and evaluating the proposed model, we have designed a questionnaire including 72 questions & have sent for 120 experts in Iran. Finally, 30 experts replied the questionnaire & we had interview with 10 top experts & collected their ideas directly. At this model, vision, mission, goals, location, kind of activities, size, type and size of tenant members, financial supports and services of park have been presented.
