This study concerns street-level bureaucrats influence on the approbation of building permits, specifically if private developers is affected equally as public developers when applying for building permits in relation to discretion for street-level bureaucrats. Discretion has as a theoretical subject been utilized by multiple researchers, which have both developed the subject and included new concepts.In this study the following concepts were used• Policy understanding• Work situation• PolicybeliefsThese concepts were operationalized in the study by that the concepts were structured within an interview template, which were utilized during six interviews with street-level bureaucrats on three municipalities within the Stockholm area. To complement the interview material for the study were statistics over approved building permits divided on public developers and private developers also utilized. Based upon the analysis of the gathered material it was clear that the concept policy understanding and experienced discretion correlated with the statistics. Concerning policy understanding it became clear that several street-level bureaucrats in two of the municipalitieshad a different understanding of what the policy was. Concerning experienced discretion it became clear that there are indications on that experienced discretion for street-level bureaucrats brings more imbalance between private- and public developers. 

Denna studie behandlar tjänstemännens påverkan på utgivningen av bygglov, specifikt ifall privata exploatörer påverkas ojämlikt i relation till allmännyttan vid ansökningar av bygglov med avsikt på handlingsutrymme hos tjänstemannen som agerar utredare i ärenden. Handlingsutrymme som teoriområde har använts av flertalet forskare som utvecklat och byggt på området, varvid nya begrepp har tillkommit. I denna studie användes tillhörande begreppen • Policyförståelse• Arbetssituation• PolicybeliefsDessa begrepp operationaliserades i studien genom att begreppen strukturerades in i en intervjumall som användes under sex samtalsintervjuer med tjänstemän på tre kommuner i Stockholmsområdet. Till intervjumaterialet användes även statistik över bygglovsbeviljande uppdelat på allmännyttan och privata aktörer i de tre kommunerna. Utifrån analysen av insamlat material framkom att begreppet policyförståelse och upplevt handlingsutrymme korrelerade med statistiken. Gällande policyförståelse framkom det att ett antal tjänstemän i två av kommunerna hade en annan uppfattning om vad policyn var än tjänstemän i den tredje kommunen. Gällande upplevt handlingsutrymme framkom det indikationer på att mer upplevt handlingsutrymme för tjänstemän medförde mer obalans mellan allmännyttan och privata aktörer.
